故事，但是海族和龍不一樣，他們困於東海，不見天日，卻幻想有朝一日離海登陸，居於陽光之下。他們野心勃勃，殘忍非常。
整部電影講的就是這位太守識破海族陰謀，救得萬千百姓的故事，說來很老套，沒有多少新意可言，可加上震撼的視覺效果，以及一些或幽默或煽情的細節，卻可以構建出一部好電影。
